What I think the article is saying is that the mass migration from Africa and the Middle East isn't just an accident of US and US aligned Western meddling in those regions. Instead, it is part of a  US strategy to mire Europe in conditions which will require Europe to seek US support and, therefore, to cleave to the US and its aims, I'm guessing.
