 Israeli officials have confirmed to Embassy officials on multiple occasions that they intend to keep the Gazan economy functioning at the lowest level possible consistent with avoiding a humanitarian crisis.

'Consistent with avoiding humanitarian crisis' is just keeping these people living at the lowest level without attracting international flack.

What kind of life is that?

It is an open-air prison and those people are intentionally kept down.
