During the Sept. 25 incident near Nablus in the West Bank, soldiers smashed the cameras of two photographers for the French news agency AFP as they filmed a Palestinian demonstration. The AFP said that one of the photographers was thrown to the ground and had a gun pointed at him as he looked for his press card. The disciplinary action was announced on Friday, a day after a hearing before IDF Southern Command Chief of Staff Brigadier General Udi Ben-Moha. The IDF said it would consider whether to allow the officer to continue to serve in the military in any capacity. He was suspended after the incident. “This was a serious incident from an ethical and command perspective that will be investigated and its lessons learned,” the IDF said in a statement. The commander’s attorney, Eidan Pesach, said the officer, identified only as A, was “sacrificed on the altar of political and diplomatic interests.” Other members of the officer’s battalion have said they will refuse to serve in the next operation in protest of the punishment. Media sources in Jerusalem said dozens of soldiers surrounded al-Misrara area, in Bab al-'Amoud, and fired dozens of rubber-coated metal bullets, gas bombs and concussion grenades, wounding many Palestinians, including Hana' Hammad, a journalist working for the Al-Mayadeen TV.  The wounded journalist continued the media coverage, after medics bandaged half of her face. Mahameed said the soldiers threw dozens of concussion grenades and sounds bombs at the Palestinians who flocked to the home of Fadi 'Alloun, and also targeted her, her team, and many other reporters. The sources said the soldiers also confiscated mobile phones from the invaded home, and assaulted several women. The invasion led to clashes between the invading soldiers and dozens of local youths, especially near the al-Arba'in Mosque, in al-Misrara. Alloun is from the al-'Eesawiyya town, in occupied East Jerusalem; he was shot with seven live rounds in al-Misrara. A video published by Israeli media agencies showed a several Israelis chasing the young man, who ran towards the police, while both of his hands were clearly visible, but an officer jumped out of a police car, and shot him dead. Lawyer of Ad-Dameer Prisoners Support and Human Rights Association Mohammad Mahmoud, said the soldiers are still refusing to hand the bodies of 'Alloun, and Mohannad Shafiq Halabi, 19 years of age, who stabbed an armed Israeli, then shot several others after grabbing the gun from the man he stabbed. In addition, clashes took place in several areas in occupied Jerusalem, especially in Bab Hatta and Bab Al-Asbat, leading to the Al-Aqsa Mosque. Foreign photographers do not deserve to have their equipment smashed or to have guns drawn on them. While the IDF is doing the proper thing officially by reprimanding the commander in charge, I find it absolutely disgusting that this commander's battalion say that they'll refuse to serve in the next operation as a protest. It makes the IDF sound like scumbags -- scumbags with no discipline who should be court-marshalled as a battalion. I'd hate to think how these men of the IDF behave towards the occupied people, when nobody's watching or filming. Targeting news reporters covering the current raid on Palestinians (in the aftermath of Jerusalem stabbings) and assaulting women is getting pretty low. How can Israel expect bystanders to support Israel (as in, the 'I Stand With Israel' promos) when Israel does things that aren't honourable? As for the shooting of those that have carried out knife attacks, in a place like Israel I'd say it's probably to be expected, and I think it's a case of tough luck if that's the typical Israeli response, even if the civilised ideal would be to bring perpetrators before the courts.   So, while I can deal with an outright shooting of a perpetrator by Israel without upset, I draw the line at Israel then punishing and terrorising Palestinian families in violent military raids -- before, most likely, proceeding to demolish the homes of family members of perpetrators of attacks. The guess is that Israel resorts to barbarity and overreaction in an effort to deter future attacks.   Not sure how effective the strategy is.  It is perhaps a deterrent for some people, but obviously not all. However freaked out I get about the current Islamic occupation of Europe, it's difficult not to sympathise with the Palestinian people who are a displaced and occupied people, and have been since the Western sanctioned creation of Israel 67 years ago. People who identify as Jewish have come from countries from all over the world to take possession of a territory that was held by Kingdom of ancient Judea, hundreds of years ago, well before the fall of Rome. However fascinating and amazing Jewish history is, the world  of the ancient Judeans and the state of the ancient Judeans did not exist in 1948 Palestine. Various modern people who identify as Jewish have moved into the world and existence of the in situ but stateless Palestinians, who have since been butchered, driven out and corralled in open prisons for decades.  UN approval notwithstanding, the state of Israel is a foreign occupier. The random attacks on Israelis are retaliatory attacks of an occupied people resisting the injustice and indignities of foreign occupation, and these incidents, however undesirable and horrific, are the consequence of resistance to Israeli occupation. From what little I've seen on social media, there's considerable anger.  And, yes, I can see how upsetting it would be to be the target of random violent attack.  But Israelis forget that their presence is a foreign military occupation of almost 70 years. I don't see how the Israeli-Palestine conflict can ever be resolved.  Israel is unlikely to settle until it has occupied as much territory as it can, while the Palestinians will probably never be satisfied with being driven into some corner by foreign, armed occupation. While the Pontiff of Rome, the Ecumenical Patriarch of Constantinople, and the Patriarch of Moscow and all Rus' have expressed varying degrees of support for the migrants, the pushback is coming from an unexpected source; the Christian laity. As reported by Ilgin Karlidag of the new media Turkish Weekly news portal on Oct. 3, 2015, as the overwhelmingly Muslim tide of humanity coursing across Europe are finding that while ecclesiastical leaders may be lobbying on their behalf, the reality closer to the ground is much different. As the Turkish reporter noted, Slovakia has already announced that only Christian refugees and not Muslims will be admitted to the Central European republic. Ironically, while the vast majority of the European democracies have slowly but surely been abandoning their centuries old Christian faith, culture and heritage over the past half century, the massive infusion of adherents of Mohammed may be the catalyst to a Christian re-awakening for the ever increasingly agnostics populations. As the Agence France-Presse (AFP) reported via Zee News of India on Sept. 26, 2015, despite France's Catholic hierarchy admonishing acceptance of all migrants, as well as the federal government's official refugee policy, the mayors of numerous Gallic cities, towns and villages have made it clear they would happily accept migrants. But the hitch is only if said migrants are Christians. Even among the migrants themselves, the Christian minority of routinely singled out as easy targets for the Muslim majority. As the Jewish Press cited on Oct. 1, 2015, German police have been forced to separately house Christian refugees from Muslim. As reported, "A policy of segregation has already been implemented in the German state of Thuringia after Christian migrants in asylum centers were attacked by Sunnis attempting to impose Sharia law." Examples of repression even in the refugee camps include, "Women are being forced to wear veils. Men are forced to pray. Islamists want to impose their values.” International Society for Human Rights official Max Klingberg complained that many of the refugees in Germany are actually radical Islamists. “Among the new arrivals is not a small amount of religious intensity, it is at least at the level of the Muslim Brotherhood,” he said. Explaining that even if the Middle Eastern or North African Christians are to a certain degree somewhat alien to the average nominal Christian from Minsk to Manchester, a number of elected officials explain that with a shared Christian heritage the displaced and often violently repressed Middle Eastern and North African Christian refugees would have a much better chance of assimilating than their Muslim countrymen. Even within the past number of weeks have a handful of European nations jettisoned any semblance of political correctness by clearly and unambiguously stating that if any migrants are allowed to remain, it'll be the Christians only. Hungary, Cyprus and the Czech Republic have all openly spoken against taking in Muslim refugees. Earlier this week, Cyprus announced it will allow 300 refugees sanctuary inside its borders, as long as they are Christian." Not alone, Ivan Netik, the Slovak Interior Ministry Spokesman, said Muslims “would not feel at home” in his country. Slovakian Prime Minister Robert Fico warned that his country would not like to “wake up one day” and find Slovakia overrun by Muslims. “If a mechanism for automatic redistribution of migrants is adopted, then we will wake up one day and have 100,000 people from the Arab world and that is a problem I would not like Slovakia to have,” he stated. According to the BreakingIsraelNews.com website, "We would seek for them to be Orthodox Christians,” explained Cyprus Interior Minister Socratis Hasikos on state radio. “It’s not an issue of being inhuman or not helping if we are called upon, but to be honest, yes, that’s what we would prefer.” Hasikos, who is responsible for migration policy, added that Christian refugees would have an easier time adjusting to life in Cyprus compared to their Muslim counterparts." Hungarian Prime Minister Viktor Orban has described the influx of Muslim refugees as a threat to Europe’s "Christian roots," while Bulgaria`s Prime Minister Boyko Borisov stated he was "concerned" over a potential massive influx of migrants in the coming months. "I`m scared and the Bulgarian people are scared, if only where religions are concerned. We are Christian, they are Muslim." At least on paper, Slovakia, Hungary and the Czech Republic are overwhelmingly Catholic, while the vast majority Cypriots and Bulgarians classify themselves Orthodox Christians. Breaking from the pack of Church leaders, the Bulgarian Orthodox Church's Patriarch Neofit has called on the government to cease allowing any Muslims at all into the nation, as reported by the Reuters news service on Sept. 25, 2015. "For those who are already here, it is right for us, as Orthodox Christians and as a society, to look after as much as we can and as much as our scant resources allow us, but not any further," the Church said on its official website. Not quite done yet, Patriarch Neofit also let it be known that "The Bulgarian Orthodox people should not pay the price of our disappearance as a state." Scuzzy Maltese Libyan Visa Scam & Residency Permits

Mr Sammut was charged in court this week over a residency permits for Libyans scam he had allegedly been running. He pled not guilty to a series of charges including fraud, misappropriation of funds, money laundering and the falsification of documents. The scam saw Mr Sammut registering companies for Libyan nationals with fake stock declarations of €100,000, on the strength of which residency permits were issued. The extent of the scam was such that, this newspaper is informed, Bank of Valletta had stopped Mr Sammut from opening bank accounts for his clients back in March. Dr Marisa Farrugia, meanwhile, had been recalled from Tripoli in May 2014 over her alleged involvement in a visa scam, and was questioned by the police. The police had also seized files from the Maltese embassy in Tripoli as part of their investigations. Investigations had reportedly been initiated when Maltese companies reported that their letterheads had been falsified and used on ‘official’ invitations required for issuing business visas for Malta. The investigations had been confirmed at the time by the Foreign Affairs Ministry, but news as to how those investigations panned out has not been forthcoming. Dr Farrugia was later called back to assist in the successful release of Maltese national Martin Galea, who had been kidnapped in Libya. Tripoli Embassy staff instructed to process all Sammut visa applications Speaking with The Malta Independent on Sunday following this newspaper’s recent reportage exposing the details of Mr Sammut’s visa and residency permit scheme, the former employee of the embassy’s consular section told this newspaper that of the tens of thousands of visa applications received, “The invitations we used to receive from Joe Sammut’s office for Libyan citizens to visit Malta used to amount to two-thirds of all the applicants”. The consular section’s staff, according to the former employee, was under strict instructions from Dr Farrugia to not discuss any visa invitations arriving from the office of Joe Sammut. Not only that, they were also allegedly instructed to process all the visa applications that Mr Sammut’s office was involved in without question. Moreover, the former employee claims that, “There were several irregularities on the application forms [of Mr Sammut’s clients] which she [Dr Farrugia] asked us to turn a blind eye to, and to refer them only to her.” The interference does not stop there, with the former employee stating that: “We used to receive several calls a day from Joe Sammut’s office asking us to quickly process certain names since they were VIPs.” According to the former employee’s account, Dr Farrugia would hold private meetings with the VIPs referred by Mr Sammut in her own office, and staff members were powerless to say a single word about the suspicious goings-on “since they were all threatened that they would be fired if they did so”. The former embassy staff member told this newspaper that staff had complained several times to then Maltese Ambassador Victor Camilleri, complaints that dealt mainly with what the former employee describes as “the pressure which had been applied on the staff to process certain visas and to neglect others”. The former employee explains, “At that time we felt that Joe Sammut’s office had significant privileges and very strong connections with the immigration and other Maltese authorities.” The source estimates that during 2013, the Maltese embassy’s consular section processed some 51,000 visas applications and “we knew very well at that time that most of the applications that were approved were mostly those of Libyans who had paid a hefty amount to obtain their visas”. ‘Massive amounts of money involved’ In line with previous press reports on Dr Farrugia’s alleged visa scam, which had not featured Mr Sammut’s involvement until now, the former employee asserts that “there were massive amounts of money involved in obtaining Maltese or Schengen visas from the embassy”. The former employee says that for a Maltese visa Libyan nationals paid between 1,000 Libyan dinars (€640) and LYD1,500 (€960). Schengen visas, meanwhile, were ‘sold’ at LYD2,000 (€1,280). Other reports have said that such visas at times commanded prices of up to €3,000. The former employee also speaks of an office located opposite the consul that functioned as a travel agency, which would send people to the embassy for visas, all of which, according to our source, were approved. The travel agency office was allegedly run by a certain Mr Naser, who we are told “had a very close relationship with Marisa Farrugia, and he used to spend hours in her office”. The former employee says that when Dr Farrugia was deployed to the Tripoli embassy’s consular affairs section, “the daily number of visas issued to Libyan nationals had risen to a staggering figure of three hundred to four hundred a day”. Moreover, it is alleged that Dr Farrugia, “used to be invited to private dinners with members of the ex [Gaddafi] regime, all of whom she had provided with one year to two year visas. In fact, the Libyan authorities had on several occasions complained about the massive racket of the selling of Maltese visas.” Mr Sammut is also well-known for being close to the former Gaddafi regime, and for serving as the Gaddafi family’s man in Malta, holding millions of euros on their behalf. Internal investigations into Joe Sammut scandal have already begun – PM Prime Minister Joseph Muscat, asked yesterday whether he would be opening inquiries into all the public departments involved in the Joe Sammut residency permit scandal, explained that internal inquiries had already begun and had they not, then this case would not have been uncovered. He said, “There are other ongoing investigations, including cases that did not begin now, but under other administrations. Europe for Sale to non-EU Nationals - Guise of 'Residency Program'

This programme can be described as a lighter version of the ‘citizenship by investment programme’, with an indefinite residence permit granted to applicants who place an investment of €250,000 and who show that they own or rent property in Malta. The form of the investment has yet to be determined by Identity Malta. This programme is definitely aimed at individuals or their families who, whether for financial reasons or otherwise, are not eligible to buy Maltese citizenship or do not have the resources to do so but are able to afford the contribution necessary to qualify for an indefinite residence permit in Malta. Similarly to the citizenship programme (Individual Investor Programme), applications cannot be submitted directly by non-EU nationals but are to be submitted by accredited individuals who may be lawyers, legal procurators, notaries, accountants or members of the Institute of Taxation, the Institute of Accountants or the Institute of Management. The permit comes against a fee of €30,000, which is payable once Identity Malta accepts the application in principle. The application is to be accompanied by a non-refundable administrative payment of €5,500, which will eventually be deducted from this fee once the application is approved in principle. It is not known whether the government will be placing a cap on such permits, as happened with the citizenship by investment scheme The accredited agent is tasked with carrying out a due diligence exercise on the prospective applicant and dependants over 12 years of age, in order to ensure that there is no a priori evidence that the applicant or their dependants are not fit and proper people. Applicants or their dependants are disqualified from applying for a residence permit if they have been indicted or have faced serious criminal proceedings, such as money laundering, funding of terrorism or war crimes. Neither will they be eligible if they are considered a threat to public policy or public health or security or if they have been charged or found guilty of any crimes against the good order of families or if they have been interrogated or placed under suspicion of any criminal charges in respect of voluntary offences punishable by more than two years’ imprisonment. An applicant must be in in receipt of sufficient stable resources throughout the validity of the certificate in order to maintain the entire family and must provide an affidavit to confirm an annual income of not less than €100,000 or capital of not less than €500,000. The €250,000 minimum investment and the property owned or leased must also be retained for a minimum of five years. Throughout the period of validity of the certificate, the applicant and dependants must be in possession of a valid travel document and must be covered by health insurance. Curiously enough, an applicant who resides in Malta legally and continuously for a period of four years or more will be disqualified from continuing to hold the residence permit even though the permit entitles the applicant and his family to reside in Malta indefinitely. This is rather a contradiction in terms and one wonders how this particular clause will be enforced and whether a few days’ absence from Malta will be sufficient for a certificate holder to fall foul of the regulations. My conclusion is that this rule is intended to bar such permit-holders from ever becoming eligible to acquire the status of long-term residents in terms of the EU rules. EU legislation permits non-EU nationals who reside in an EU State for a continuous period of five years to acquire long-term resident status. However, it is debatable whether government is legally permitted to exclude permit holders from becoming eligible to acquire such a status by means of a legal notice. Similarly, no mention is made of the fiscal position of such permit holders. Non-EU nationals can also qualify to reside in Malta in terms of the Global Residence Programme, with the stark difference being that global residents are subject to a minimum annual tax payment of €15,000, whereas this recent programme requires a minimum investment of €250,000. It is, however, to be presumed that permit holders in terms of this new scheme will nonetheless be taxed in Malta on the income they bring into the country. Registration is also fundamental to identify those refugees who are most in need, such as female headed households, separated children and people with disabilities, and provide them with appropriate protection. UNHCR registration often provides the only form of documentation for these people. Sadly, this step is too generally perceived as an administrative process rather than as the gateway to protection and services in other countries, and rarely attracts donor funding. The newspaper said the Jersey-registered firm is due to begin processing its first applicants next month. It criticised Malta for offering a passport within months with a minimal requirement for individuals to be resident. But yesterday, Prime Minister Joseph Muscat announced further changes to the scheme, including the introduction of a requirement for residence status for one year. The changes were agreed with the European Commission. In spite of the changes, the newspaper said industry experts described the terms of the scheme, which also provided the right to visa-free travel to 69 non-EU countries, including the United States, as a “game changer”. The Independent said that the company’s Canadian chief executive Eric Major said Henley had received “hundreds” of expressions of interest. The scheme, it said, was "in stark contrast" to Malta’s attitude to less-moneyed visitors. "The EU’s smallest state was last year fined by the European Court of Human Rights after it was found that some of the thousands of migrants who land on its shores from North Africa were kept in conditions that amounted to inhuman or degrading treatment."
